Shift: 1st Shfit Monday-Friday
Job Location: Moline, IL
Compensation:
The pay rate for this position is: $52,00-$67,000/yearly depending on experience.
Responsibilities:
  • Identifies staffing and recruiting needs; develops best practices for hiring and talent management.
  • Collaborates with senior leadership to understand goals and strategy related to staffing, recruiting and retention.
  • Implements policies, processes, training, and HR initiatives to support the organization's workforce development needs and ensure legal compliance.
  • Conducts full recruiting cycle and associated activities; posts open positions, reviews applications, conducts initial pre-screening of qualified applicants, schedules/conducts interviews, performs follow-up with candidates throughout the hiring process, extend employment offer, schedules post job offer requirements and conducts new hire orientation.
  • Coordinates all aspects of the new hire onboarding process for the organization, ensuring a well-structured, streamlined experience and a smooth transition for new employees; helping them become a productive and engaged member of their department and organization.
  • Schedules and facilitates new hire orientation sessions, communicating expectations, policies, and procedures; prepares and distributes new hire onboarding materials, including welcome packages, employee handbooks, and training materials. Ensure all new hires comply with company, Federal, and State regulations required for employment.
  • Fosters a positive working environment through relationship building and facilitates communication amongst all levels of the organization; administrative, bargaining unit and management staff. Participates in meetings between labor and management to discuss and attempt to resolve issues of mutual concern.
  • Handles routine human resource inquiries related to policies, procedures, employee benefits and leave; wage and salary; refers complex matters to appropriate management staff.
  • Using initiative and independent judgment within established guidelines.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic, and cultural backgrounds, in person and over the telephone.
  • Establishing and maintaining effective work relationships with staff, coworkers, contractors, and the public.
  • Serves as the initial contact and liaison for intake and assessment of employee complaints; informs appropriate HR staff when additional investigation is required.
  • Oversees companies’ substance abuse testing program; ensures compliance with Federal drug and alcohol testing regulations; serves as liaison between administration and District staff; coordinates monthly random screens, addresses discrepancies; maintains necessary records.
  • Manages sensitive and confidential matters related to employees’ information and the data and files associated with each employee or candidates; handles the filing of all HR documents related to employees, including performance evaluations; confidential reports and documents.
  • Prepares letters, memos, correspondence, etc., for the human resource department and department managers as needed.
Requirements:
  • Bachelor’s Degree in Human Resources, Business or Public Administration or related field.
  • (5) years of professional HR management experience; OR an equivalent combination of education, training and experience as determined by Human Resources.
  • Working understanding of human resource principles, practices, and procedures.
  • Applicable State and Federal laws, statutes, rules, codes, and regulations.
  • Principles of confidential records and file management.
  • Communicating effectively in oral and written forms.
  • Principles of recruiting, selection, and training.
  • Assessing and prioritizing multiple tasks, projects and demands.
